About the index

A passport index built for comparison.

The ATE Passport Index scores 199 passports on what a passport means for the people who hold it, not only on how many borders it opens.

What it is

What the ATE Index measures.

The ATE Passport Index, also known as the AT Express Passport Index or ATE Index, scores 199 passports out of 100 on seven pillars.

The pillars are the quality and durability of travel access, life and safety, the economic and financial environment, tax, digital readiness, and rights and stability. Travel access accounts for 35% of the score. The rest reflects conditions that a visa-free count does not capture, from the rule of law to whether a citizen may keep their nationality after acquiring another.

The current edition is Edition v0 – November 2026. It ranks 198 passports and lists Vatican City without a rank. The methodology sets out every pillar, indicator, weight and source.

Publisher

Who publishes the index.

The ATE Passport Index is a research product of AT Express Global, an international immigration and corporate services consultancy with its head office in Paphos, Cyprus. The company’s main website is atexpress.net. The index was first published there and now has its own home at ateindex.com.

Principles

How the index is kept honest.

  • Public sources. Every indicator comes from a named public source, listed with its year on the methodology page.
  • Fixed, published weights. The seven pillar weights and every indicator weight are published, so any score can be traced back to its inputs.
  • Estimates are marked. Where less than half of a pillar’s data is available, the pillar is estimated with the regional median and the passport carries a †. Vatican City is not ranked because most of its score would be estimated.
  • Acquisition is kept separate. Whether a passport can be obtained by investment, and at what cost, does not change its score.
  • Corrections are welcome. This is the first public edition. If you find an error in the data, please tell us through the contact page on atexpress.net.

A note on independence.

AT Express is a private consultancy that advises on residence and citizenship. It is not a government agency and is not affiliated with, or endorsed by, any government or programme authority. To keep the index separate from that work, the availability or cost of a citizenship-by-investment route plays no part in a passport’s score.

The ATE Index is general information, not legal, tax or immigration advice.
